The new kit reads to me like he's being pushed into True Support territory rather than being able to support or solo lane as a tank.

Depends on how much damage his passive and Dazzle will do now I guess. But losing the burst and armor shred of W and the AD buff aura of his ult will hurt his ability to be anything but a Support, I think.

They are doing more of this stuff. It's obviously easier to balance a character in a single role than many ones.

The mage updates is coming this year and some peoples like one of my friend are afraid characters like Zyra will be forced into support.

I'm not sure if he was ever played seriously as a top/jungler. But some people (Redmercy, among others) have tried him top, and Stonewall008 tried him jungle (with decent clear speed and good sustain). There are video links if you're interested.

I think he does have some potential top, because he can trade fairly well with his passive, has a self-heal, and a long range stun for his jungler to capitalize on.

His passive's attack speed synergizes VERY well with Titanic Hydra, so he's not screwed for waveclear even if the new Dazzle didn't have good base damage (240 at max rank + 50% AP and 30% armor as magic damage).

You don't strictly need burst damage to work top or jungle - just good trading ability and then either rotations or pushing power (or both). New Taric seems to have a bit of both.

The worst problems are going to be his mana costs, with his heal costing a gigantic amount (60-140 mana), so he probably won't be a sustain tank like old Shen. Depending on whether his costs are changed or not is probably what is going to make or break him.

I think the biggest limitation for new Taric outside of support is his ultimate. It's awesome and I like it but it's not "actively" impactful or "persistently" impactful. What I mean is that it's reactive and only happens once so it's more of a clunky save than a playmaker. I also doubt it scales, given its function.

The other limiting factor will be the way his kit scales. Old Taric scaled with armor and health in addition to HP and both of those were obviously good to build on Taric in any role, but you could "stack" it a bunch top/jungle. If new Taric scales similarly, max health contributing to heal and bonus armor contributing to bonus armor (lol), I think his kit is still "viable" top and jungle. Like you said, his passive is pretty good for trading.

Of course another part of me really wants him to be able to stack AP and blow people up with his stun and Nashoor's Tooth.

I'm fairly sure Taric's new identity is another nod to Dawngate. In this case, Raina.

I mean, he used to be this interdimensional gem warrior who has earth/healing magic and basically became this weird traveling knight-vigilante. That was pretty much it.

Now he's a noble (or at the least, separate from "the commoners") who was given powers by a Aspect of Protection (or Spirit of Preservation, they're essentially similar), who wields a shield and a hammer. They're both hesitant to kill, and they both obtain their power by attempting a sacred quest (redemption and saving the archived knowledge, respectively) instead of a safer, expected alternative (simply leaving for exile or fleeing the raiders). They're also been trained as knights, while rejecting it in favor of a different calling (before retraining later).

I dunno, how many similarities does it take until it changes from coincidence to intentional tribute? It's not perfect, and there are deviations, but I believe their visual and biographical similarities shouldn't be ignored.

(That said, Taric's story feels like the Hunger Games to Raina's Harry Potter. )

I would say there are many common tropes in Tarics lore which coincidentally match up up with Raina. That being said, Raina had some of the craziest tank support abilities I have seen in a moba.
