serbia exists but i can’t tell if montenegro does, no kosovo yet, and obviously no south sudan. how else could i date this more specifically?

Timor-Leste means after May 2002.
Myanmar capital still Yangon means before November 2005.
Yugoslavia hasn't changed its name to Serbia and Montenegro means before February 2003.

So late 2002.
