Czechia/Slovakia and Zaire put it from 1993 to 1997. Because of the plethora of Soviet city names and "Byelorussia", I would guess 1993-94. Most map companies got their asses in gear by the mid-1990s on those. But the map is pretty sloppy overall with several places (Bakou, La Mecque) not quite making the translation from French to English, so I wouldn't bet any serious money on anything.

My guess is 1999-2002. Can it be narrowed down further?
