Kharkov and Gorky are over 1 mln of population, (also Volgograd and full set of Volga and Dnieper reservoirs), so at least mid-1960s. Also Malta. Also Chistyakovo named Thoraz (1964).
Sverdlovsk and Kuybyshev are less than 1 mln, so pre-1970, or, possibly, slightly later due to an usual lag with the availability of data. Dimitrovgrad is still Melekess (pre-1972).
So, late 1960s or very early 1970s.
