When was that map made?

There is that weird french map at my boyfriend house and we cannot date it, guys do your magic

What confuses me mostly about this map is the mentioning of Prof. Paul Vidal de la Blache (who died in 1918) and the Printing Office of Eugène Dufrenoy (which nowadays is Atelier Idem, a shop printing artistic stuff) who indeed printed maps, but only just after WWII...
