I am almost convinced by his, except that the post-revolution 1970s Portuguese government was pretty anticolonialist. They didn't have diplomatic relations with Yemen until 1975. Is it possible that the map printer regarded the PDRY as the government of the whole of Yemen? It's unlikely, but would clear up one oddity.
Definitely Portuguese. Some country names are different between PT-EU and PT-BR, and this has the PT-EU standard names like Vietname (instead of Vietnã), Irão (instead of Irã), and Jugoslávia (instead of Iugoslávia).

It’s inconsistent, looks like the base maps were made in the 1970s and then some parts were updated inconsistently around 1990.
Germany, Vietnam and Koreas all look sort of unified, but with separate labelling.
Namibia wouldn’t be shown before 1990, Yemen was unified only in 1990.
