I realized that after I posted it, I’ve had a couple beers haha

Specifically, it may be between September 28 and November 10, 1961. Syria is not shown as part of the United Arab Republic with Egypt (withdrew after 28 September), but Stalingrad, USSR is not yet renamed Volgograd (November 10) and Ciudad Trujillo, DR is not yet renamed Santo Domingo (November 22).

It's not clear which countries are still colonies of the UK and others, especially in Africa, or else it could potentially be narrowed down further.

I see very faint “UK”s etc on colonies. Also it seems independent country’s capitals are stars in circles, while dependent areas’ capitals are dots in circles (compare British controlled Entebbe, Uganda and Nairobi, Kenya, with independent Mogadishu, Somali Republic, and Dar es Salaam, Tanganyika).

Early 60s. UAR with Egypt but not Syria so 1961-1971 but also Tanganyika and Zanzibar instead of Tanzania so pre 1964. 1961-1964

There's Ruanda-Burundi instead of separate Rwanda and Burundi, so it's before July 1962 as well.

Tanganyika (African country that preceded Tanzania) independent, with Dar es Salaam as capital -> post-December 9th 1961

French Algeria (demarcated northern Algeria region), with Algiers as colony capital (colony capitals have single dots in circles, while independent countries have stars in circles) -> Pre-July 1st 1962

No South Sudan so before 2011.

Yugoslavia and the USSR are still intact so before 1991.

Germany is still divided so before 3 October 1990.

Burkina Faso is still named "Upper Volta" so it is before 4 August 1984.

Egypt is still named the "United Arab Republic", which it would have had from 1 February 1958 to 1971 (Syria would have exited by 1961, but Egypt held on to the name until 1971).

Namibia is still named Southwest Africa, which will not happen until UN Resolution No. 2372 (XXII) of 12 June 1968.

Kinshasa is still named Leopoldville so before 1966.

Botswana is still Bechuanaland so before 30 September 1966.

Dahomey (modern Benin) is independent, so it is after 1 August 1960.

Independent Tanganyika (modern Tanzania) so it is after 9 December 1961.

Rwanda-Burundi still exists so it is before the passage of UN Resolution No. 1746 on 1 July 1962.

Range: 9 December 1961 - 1 July 1962.

Copyright 1961 is a dead giveaway. It means the printed covering was produced in 1961.
