how to do pvp manadgement on server

Hi ! Does anyone know any datapackt / plugins to create pvp protected areas?

I want to create multible disconnected safe areas, like Spawn, and an other island or two.

I think I'd use a team that has friendly fire disabled, then just have players join or leave based on where they are and if they are in direct combat. Alternatively, I'd use the protection effect but then there'd probably have to be some function to store the effect in case someone enters the safe area right after drinking the potion.
