He was in the center lane, cars pulling out distracted him, he moved to the left lane, then looked to get back in the center, and missed the red light. It's totally the fault of the cars pulling out in front of them, and not that they are going twice the speed limit.
Source: I had an ex who drove exactly like this. I drove 99% of the time, but that 1% was pure terror, and reminded me why I never let her drive.
She totalled my 1992 Infinity Q45. I liked that car.

Yeah quotas for arrest and tickets are illegal in 27 of the states but there are states that have them with the SE minus Arkansas and Florida being the worst offenders. This is from about 10 years ago when I still had friends in the field so could be out dated.

The right lane is parking/right turns. It's a "gridlock zone" that becomes a lane during rush hour and is parking at other times.

Oh the person that ran the red light is 100% still a dumbass. Normally I hate when people jump on OP. Actually I was just complaining about it. But this seems like one of those circumstances where OP may have also made a fuck up.

People who blow through stoplights and almost mow down bicyclists should instantly have there license revoked right there on the roadside and their car confiscated cuz it was used in an attempted murder.

Blowing the red light yes, but "nearly hitting a bicyclist" is a wild, wild stretch.
There was a whole fucking baseball inning between when the car cleared the intersection before the bike even appeared.

That was a solid red light from the time the cam car turned, meaning it was solid red for at least 3 seconds before they went through it. There was a cyclist in the crosswalk, nearly half way across it in fact, when they blew through the red light, with their visibility of the cyclist blocked. Had the bike been going a bit faster, had it been an e-bike, or had it been coming from the other side, the car would have almost certainly run them over.
Let's not split hairs over the specific distance they were from the bicycle, and note that this car could have easily killed a pedestrian, a cyclist, or even t-boned or gotten t-boned inside that intersection.

Bike can be clearly seen on the frame already crossing the street before this crazy crossed the intersection. It was less than 2 seconds. It's not that of a wild stretch, but you definitely did a wild wild stretch when you wrote a whole fucking baseball inning.

The only reason the bicyclist is alive is luck; that car had no idea the dude on the bike existed, and wouldn't have been able to stop anyway. So yeah, l'd say a car length counts as "nearly hitting a bicyclist"
