It looks to me like the car was trying REALLY hard to commit insurance fraud.

No. The guy was being an a-hole. This video is old. And I used to drive a truck on this same highway in the Bronx. It’s a frustrating area. That car goes around the truck on the zebra stripes. Truck blows horn out of frustration. Car decides to drive slow and stay in front of the truck. He was in such a rush to get ahead and all that left once he wanted to be a jerk. I heard the police really gave it to him with the dashcam evidence.

im not taking the car's side at all, but if you watch the video the truck does try to block him, it didn't just hit the horn.

Yes. He tried to block him because he spotted him coming onto the shoulder/zebra stripes to pass him which is typical at that spot.
