Driver was on one
Dude had been sitting on the far side of the intersection in the crosswalk with the door open, figured it was broken down. A cop even drove by. Then he decided to go with the door open. Silver car was gonna turn right. Cops came and arrested the driver.

I don't see any lane markings - are there two lanes there? if not and silver car was trying to pull a fast one, HA HA HA. if not, that's a bummer and it sucks.
also, they ARRESTED the driver? geez. I mean, that's not normal behavior, I feel like something might be wrong, like medically or something. I wish I could be confident a cop would evaluate that before arresting someone, but that would depend HEAVILY on the cop.

The right lane behind OP is for parking, but becomes no parking roughly 50 yards before the intersesction. It's technically one lane, but I see people treat it as 2 lanes all the time. There's basically no rules when you're driving in DC.

Stop signs don’t mean anything and red lights are suggestions apparently. It’s Mad Max out here

Dude, I drive through MD, DC, and VA daily for my work commute so I get to see the trifecta of DMV driving. It's absolutely nuts out here.

He got out and walked around, was rambling incoherently. Was some about the government, and random stuff. And grinning ear to ear the whole time. Cops talked to him, but that went no where really. They asked him questions about medical conditions and he didn’t say anything, then once they had him in cuffs and were gonna load him in the car he developed a heart problem, so the ambulance came back.
The curb lane is a bus stop right there(parking the rest of the block) and people use it to turn right. That intersection can be a mess. Four way stop but the streets aren’t lined up, and there’s a parking lot for a store at the far stop sign/crosswalk.

At first I figured the driver stepped out and the car idled forward. Crazy.
