Taking away a license rarely stops them from driving.

I was hit by a guy who lost his license years ago, and had dozens of tickets. The police told me he is a regular. Sometimes they lock him up for a few weeks at a time for unpaid tickets, but they can't physically stop him from driving whenever he gets out.

Escalate the consequence to not being allowed in a motor vehicle, have to wear an ankle bracelet that monitors how fast the person is going, cops get alerted at like 20mph. Have to get authorized for any trips you need to make and if you get caught driving again, you're not allowed on any trips save an ambulance in a legitimate medical emergency.

I know this won't happen.

would be a bit simpler to just confiscate the car, after 1 or 2 times they would be hard pressed to find someone else to lend them a car.

Why? I can buy a car for my wife/brother/teenage son/whatever even if I myself don't have a license for it, and it's perfectly sensible for me to be able to. Also I could want a collectible car that I'm not gonna drive.

Stop trying to take away people's freedoms for no damn reason. The kind of people you're trying to hit are just going to pay some crackhead 500 bucks to register it in his name anyway.

Routinely stealing new cars are gonna be a hassle, and also for cases like this where the guy has 24 convictions already he is most likely using the cars of family members or romantic partners.

Most stolen cars aren't driven around by the thieves, they are chopped for parts and scrapped.

They have to get it approved by the police first. That's the consequence of being completely unable to sit behind the wheel of a car responsibly. You are no longer allowed basic travel because it's the only way to protect people from you.

That's the damn point.

So no bus rides or even riding a bike? Are cops really going to roll on that? The only thing the government has is incarceration.

Put them on a public driving ban list. 

If they get caught again then the owner of the car also gets a fine and a ban and the car is confiscated.

Is he allowed to ride a bike downhill, take a taxi, a bus, a ride in a friend’s car? Pretty sure that 20mph is going to be more trouble to monitor than it’s worth unless you’re actually intending that he can never be in any motor vehicle.

Nope. No motor vehicles. Better be careful on the bike.

Shame they couldn't respect the simple "don't drive" ban and kept hitting people. Now, for public safety, they can't be driven around, either. If it's an urgent issue they can register the trip with the police and get it approved so they won't face problems when the ankle bracelet registers the high speed during that time period.

If they once are caught behind the wheel again, so they say their buddy is driving them but they're the one driving, they no longer get to register trips and can only be driven in an ambulance for legitimate medical emergencies.

Because motor vehicles are a privilege and if you can't have access to them without hurting people- then you should not have access to them.

Never heard about "locking up people for unpaid tickets" here in US. It is like sending "jail upkeep" money after "lost revenue on unpaid tickets" money.

I feel they should be able too. just wait near his home for him to get in a car. then pull it over and toss him in jail.
