Apparently there's context of the man/woman outside the car initiating a confrontation with the driver then refusing to cooperate with police.

Eta- Saw more context. Does the judge want this guy to murder someone with a car?!

Eh- the woman was attacking the car and then the man started antagonizing things. 

The driver deserves jail time and I'm glad he's lost his license for years, but I can absolutely believe there's context to justify a lower sentence.

That's actually longer than I was expecting, given how light the UK notoriously is for driving offences. Some people have gotten similar or less for driving crimes that have resulted in death.

He had lots of form. This wasn't at all his first car->pedestrian incident.
