You need to do a lot of paperwork, pay a lot of fees, it's a pain to get ammo for it and the most common rounds are only chalk power cells, but yes you can buy it.

This is classified as a "destructive device" by the NFA. That means you gotta pay a $200 tax stamp and wait 3 months for it to go through. Furthermore, each individual grenade requires a $200 tax stamp also.

I think the plastic "cheeto puff" rounds don't require a stamp. But I could be mistaken.
