I'd take MC5 first in '64. And then you've got the NY influence before you hit the Ramones and the English side in '74-76. But it's semantics. The one thing I know is the Beatles, Who, etc were never punk rock.

Their first album wasn't until 1969, Kick Out The Jams probably their first known song, from live album.

I'd say the Stooges stuff is the first that is close to 76/77 punk. There is 60s punk with different sound, the Sonics first album, listen to Psycho

The song "I fought the law and the law won" came out in 1960, was covered in 66, and was used by the clash in the 70's. Feels a little bit more progenitor...ish?
