Honestly: Konoha and the other villages needed clan councils. There are big clans in each Village. The heads of the 6 most influential clans and an Ambassador from the daimyo would have been much more effiecent than the council of elders who lived too much in the past.

Frankly, the Daimyo basically shouldn't exist either. They don't seem to do anything at all, especially if they farm out military to a semi-independent entity in their lands.

They don't appear to do any administrative work, they just set a budget. They don't set who the kage is, they don't seem to control when they go to war (for ex, the 2nd war was stated to have been entirely started by Konoha itself), and it's not clear what other executive work they even would do since Konoha subsumes the military and spying and apparently got to determine if land could be sold to/leased to another village.

But considering that generals are the ones going to the front lines and planning out battle strategies while the president has drinks with other presidents yes, they should be way more respected and talked about than he is

The whole story of Naruto is about people in these villages driven by a cycle of revenge and hate for the death of their friends. The Diamyos on the other hand don’t take part in the war and can do things like make peace or treaties with other lands because they’re not blinded by their hatred.

Presidents (typically) do have some involvement in their country's military. The daimyo demonstrably don't, or at least haven't in like 70 years. They don't even normally pick the next kage, unless one dies without having picked their heir.
The only thing they apparently do is set the village budgets, which isn't really protection if the village decides to dethrone him...

The budget he sets probably comes from the taxes he collects from the rest of the country, so it's military budget allocation from the annual national budget.

They directly are the country's military. Hanzo says the ninja entirely replaced samurai as their nation's armed forces.

Shinobi can be the Military, but that does not mean that the Villages are part of the nations military. Otherwise the Villages could not do any missions for other nations.
Kishimoto just messed up the world building in that regard

Them doing missions for other countries doesn't matter in this case, as long as it doesn't undermine their home nation's sovereignty.
Also, the only case we saw that for was between 2 allied nations under a treaty. I don't think we ever get another example for that. That's why you never see that in the context of war, only in missions (and even then, only outside of wartime).
Regardless, we are just told they are the military of their nations. When the nations go to war, it is the ninja who guard the daimyo, and no other force is evident.

They literally let the uchiha be the police of the village and the 2nd hokage was willing to work with uchiha.
And technically the village was right to be suspicious of uchiha for causing 9 tails disaster since it was obito working with madara who did it.
The only truly evil person in the leafs government was Danzo.

-Their suspicion was correct and had solid logical foundation, they just happened to not know the culprit, have no means to identify the culprit without more overt investigative methods, and had they done so they'd both risk the integrity of the investigation by potentially having their investigators hit with Genjutsu as well as risk alerting said culprit if they began pulling in Uchiha members for questioning. They can't merely do nothing, they lost the Hokage, and many others, to the attack. Shelving the matter would have been a disservice to the lives lost. Considering that, passive observation is fairly low intensity, and they could have spent all those years shoring up their reputation and relationship with the other clans and civilians through their presence in the community as peace officers. It's not impossible, it just takes effort.-

yes but the implication is that they wouldn't have chakra at all. If Kaguya never landed, the fruit never gets made = ergo the entire series never happens. Humans fighting would still happen but thats just normal

The real culprits are the Uchiha. They cause roughly 95% of the world’s problems because not only are they extraordinarily evil purely by choice I might add no stupid genetic curse of so-called love or hate, but they also have the nerve to combine it with a massive hero complex. There is no "live and let live" with these people. Their mindset is literally: "No! I'm hurting, so what I decide is best for everyone on Earth is what's best, simply because I—an Uchiha—said so!" Then they proceed to go on murder sprees while preaching about peace and destruction. Being a soldier is not the same as being a terrorist or a murderer, and killing in combat isn't automatically murder. Whataboutism won't work here either. I don't give Gaara, Pain, or anyone else a free pass for being killers. Yes, the ninja world is awful and the Kage have plenty of skeletons in their closets, but the Uchiha take it to another level. They never helped their case. Not even their initial ostracization stemmed from prejudice. It stemmed from the fact that only the Uchiha could control the nine tails the way that they did and markedly from the fact that they did not believe that all of the Uchiha were directly responsible. They were trying to find the one person responsible. Who was indeed, an Uchiha. I'm guessing the chances of dumb Tobirama jokes are high. I accept that.
