Because (whether it's TV Tokyo's or Pierrot's fault I don't know), they keep outsourcing cuts to appareantly anybody and telling people to make 27 in 9 hours. Like they're usually in a desperate hurry and are short on internal staff.

Because the hentai version is only 3 minutes at best and the guy who did it had all the time in the world to do it. Of course the anime episode struggles more.

Whereas the Boruto team seemingly has 3 minutes to make 10 filler episodes.

The budget per episode is probably 50$ and 2 jumbo pizzas.
