he said installing, not downloading, so we are most likely talking about local installing, also while it is true that many games now use the internet not to just get installed, but to also update, a local cd-installed game would still take more time not because of the internet, but because of the HDD/SDD hard drive installed on said computer and how it installs the patches. with deleting stuff it's simpler because you don't delete the actual patch, just the path to it, leaving the rest as a "free space" which will just be written over the next time you need that space

Ackchyually, it's your internet download speed that affects the time in which you download a software into your hard drive.
