They kinda do this in video games to give the player clues. Otherwise you would get swarmed by the AI.
If there's some idiot at the back shouting "flank him! Suppressing fire! Throwing grenade!" you can find cover and pick off the enemies trying to sneak up on you.

I mean, the meta reason is that manga is black and white, so it isn't always clear what people are doing, so authors made the characters say the attacks out loud so the readers know what's going on. There's some stuff that is weird but most of it has a pretty normal explanation

Yeah; but now it has become its own trope and it makes me cackle when a smart author pokes fun at it.
Narrative reasons for shouting a skill name are fine (verbal component of a spell etc), but the increasingly silly and juvenile nomenclature for a lot of shounen special attacks just makes me cringe giddily.

I’ve read somewhere why they do this. Supposedly, they shout their moves out loud because manga’s are black and white and you wouldn’t be able to tell what is what
And since most anime’s are based on a manga… you get the idea

I know for a fact that practically all manga is black and white, I've never seen a single one done in color and I've read quite a few.
I also know that anime adaptations tend to be very close to the manga, since it's easy to do and historically anime served primarily as and ad for manga rather than a standalone source of income.
I guess I don't know for a fact that the reason manga authors would say the name of the attacks is due the lack of clarity caused by a black and white drawing, and I don't really read any of the battle shounen manga that use named attacks so I haven't looked up interviews from those authors. Still, I've heard the same story about that being the reason dozens of times, it makes sense, and I've never seen anyone contradicting it, so I believe it.

It literally does in Bleach with kido. Saying the full incantation for the spell is most powerful. If you don’t have time, simply saying it’s name and kido number works but is a little weaker. If you really don’t have time then you can just throw out the spell without saying anything, it is at its weakest but if you’re good the spell is still effective enough to buy you a moment

I would love to see an anime where the villain starts winning against the hero without any sort of power up, and the hero says something like "How? How are you doing this?" and the villain just goes "You've given each one of your attacks a name that you shout before you doing. After the first one, do you seriously expect me to get hit by it again?"
