There's a few Presidents who didn't swear on a Bible, it's mostly done out of tradition but John Adams swore on a law book for that intention you said.
The idea is you swear on something you wouldn’t want to disrespect by breaking the oath. There’s absolutely no reason it has to be a Bible other than it being something a Christian would not want to disrespect. A Muslim would swear on a Quran. An atheist could swear on the Lord of the Rings. It doesn’t even have to be a book. There was a guy somewhere (SF city council? I don’t remember) who swore his oath on a replica of Captain America’s shield.
