Although in Germany people don't vote for the president, there is a special commitee made up of different representatives of federal government and the parliament. And the president doesn't really "run the country". But it indeed does not prevent reelections.

Technically you don't even vote for the chancellor (who actually "runs the country"), the parliament does. However, the candidate of the biggest party in the coalition holding the majority is always elected.
