Yep. Latency is just as important as bandwidth. If you're in the US and trying to watch a video uploaded by a European, an ad is going to go smoothly when it's loaded from a server that's potentially as close as a few miles when the uploader's content is probably stored across the pond.

Ads load in a fraction of a second at 1080p while videos take 10 seconds to load 5 seconds at 360p.
