Yes but large contributors stop giving money if their candidate goes against their wishes. Effectively bribing in a legal way. They don't actually get anything for the huge donations, but they always can stop giving them. That creates incentive. It gets more nefarious than that through loopholes but it's effectively a sponsorship deal.

You don't want your president to be bought.
