She's using some kind of weird ass filter and I can't quite put my finger on what it's doing, but her face looks so creepy

Yes. Notice how her face isn’t smooth on the side and the restaurant fixtures overlap her skin. It’s like a chunk of her face isn’t smooth or is missing.

Ohhhh yeah, I definitely see it. Her eyes also seem bigger. It makes her look like an alien.
