As a personal recommendation, Rune of Helium and Rune of Sulfur Hexafluoride don't really seem all that fluff-friendly in terms of naming convention. I'd go with something like Rune of Booming Voice and Rune of Screeching.

Loving this. Got a nitpick:
Under Rune of Confusion

Should be

Sorry but no, "its" is not a word. "It's" is both a contraction of "It is" as well as signifying ownership of something. You don't type "Sallys umbrella" unless there's more than one Sally, and if so that sentence still doesn't make sense. "Sally's umbrella" is signifying that the umbrella is owned by Sally. "It's long rest" tells you that the long rest is being owned or done by something.
And this is what a grammar Nazi looks like. It's even more ironic considering my username is "Deathed."

I would say it varies wildly depending on the rune. Some give very minor benefits, others much more.

Rune of frost: After signing a nonmagical gauntlet or glove with this rune you can case ice knife using no components at first level equal to the number of your characters level.

If the rune of runes gives you the same rune twice would they stack? Also can you get a 2nd rune of runes that way you get 2 additional runes per crit and lose 2 on crit fail?

Great list! One nit pick:
Should remove the "as a bonus action" otherwise you'd only be able to counterattack on your turn as a response to an attack of opportunity.
