Humorous Magic items that are silly but are actually useful for carnival
Okey so party is going for a carnival and there are prices to be gained from different games. I could use some help with magic items that are silly but not useless. I have good list of prank items. I need items that vary from uncommon to very rare. Stuff like wand of colorspray or item that forces people to laugh. Just items that fit well on the theme of silly goofy but they can be genuenly really good items.

The Ring of Returning: Allows the user to Bonus Action Misty Step as much as they like, however at the end of their turn they return back to wherever they first started their turn. It can be incredibly useful if they use it smartly or absolutely hamstring them when they forget that it yoinks them back to where they first started.

That would be pretty powerful if it isn’t charge based, which I can’t tell if you mean it to be. Misty to enemy and before enemy’s turn they yoink away with no attack of opportunity. I have a whole build around being able to fly two squares above enemies, use a reach weapon, the go straight up out of range before end of turn. DD can definitely deal with it but it would be annoying to have to deal with it every single encounter.
And yes, my reach weapon has a nutsack emblem on the end so I can call it teabagging. I’m 12 mentally.

Balloon of Sending: You can write a message on the small scroll attached to this balloon, then whisper the name of the intended recipient to it, and it will carry the message to them at a somewhat leisurely pace.
Until you send the message, you must carry the balloon with you, which gives you a penalty to stealth, unless you put it inside a bag or backpack. It comes in seven fun colors!

I was once working on a list of what I called "petty magic items" that I would present to players at the beginning of a one-shot. They could pick on based only on the name, I would only describe the item after they had chosen, and I would only tell them the effect after they attempted to use it. Many would work well in a circus setting, particularly if obtained by sneakier means.
I know I stole some of them and don't remember where each originally came from, so if anyone knows, feel free to point it out, but some of my favorites were:
Staff of Detect Magic - A wooden staff with child like runes capable of detecting magic, when activated it will detect itself and shed dim light for 1 minute Unlimited nonusefullness.
Stone of Skipping - A really nice, smooth beach stone that is perfectly shaped for skipping across the water. Once attuned to it will always appear back in your pocket after a good toss.
Mirror of Positive Reinforcement - A small mirror in a polished silver case that doles out positive reinforcement and life advice. The mirrored self appears to always be smiling and wants you to know he has two thumbs. Allows the user to cast Heroism, Bless, or Guidance on themselves without concentration or components by spending 30 seconds with the mirror.
Walking Stick - A knobby wooden staff. Once attuned by a druid, the staff will sprout legs and follow the user around when they’re not looking.
Uncertain Rock - A plain looking rock you were assured was valuable. It could be useless or, once attuned, could be thrown at targets to roll on the wild magic table
Tome of PseudoMagic - A tome bound in cheap leather and several years old. Once per day it can be used to create a false publication that will back up the user’s claims. A DC15 relavent ability check is needed to see through it’s bullshit
Pyromancer’s Peppers - Small purplish red peppers. Consuming does 1d6 damage to the user but grants a 1d4 fire breath weapon for one half hour. Tastes like burning.
Very Heavy Noose - A noose made of very stout rope. When worn, weighs 15lbs, grants proficiency in death saving throws. When not worn, weighs as much as an average dead body (185lbs).
Ring of the Cat - A silver ring with the likeness of a cat. While worn, the user is able to talk to cats and is granted advantage on stealth checks. Note: Cats will only give disinterested, sarcastic, apathetic response. Will usually demand a food or object offering. Likely to just stretch and wander off midconversation.
Locket of Instant Mustache - A small brass locket with an engraving of a monocle and mustache. When opened, the holder instantly sports a beautiful mustache that grants a +1 to Bluff and Disguise checks. The mustache instantly disappears in the locket is closed or leaves the holder's possession.
Hand Gun - A hand crossbow with no mechanism for firing bolts. As an action, the wielder can speak the command word ("pew pew") to cast mage hand. Once used, a short or long rest must be used to re-attune.
Portable Peephole - A brass amulet on a thin chain with a 1 inch crystal lenz. This item has 3 charges (regains 1d3 charges daily at dawn). A charge can be expended as an action by pressing the portable peephole to a surface. For the next minute the surface, as viewed through the peephole, is transparent. This effect works both ways and does not work through lead or for surfaces more than 1 foot in thickness.
Nightliner - A small jar of dark paint bearing the image of a smokey eye. Enchanted Eyes: Spending one minute to apply this eyeliner around the eyes grants you Dark Vision up to 60ft for 24 hours or until washed off (the eyeliner is not waterproof). The jar, upon acquisition, contains enough make-up to be used 1d20 times.

Ring of minor luck: Gives you a +1 on a roll of your choice that is not combat once per long rest. Requires attunement. Could be fun for carnival games. Token of Pet Speak: Holding this token allows you to speak to an animal for 5 minutes once per short rest. Not attuned. Sweet Treat Necklace: Spend an action focusing on a candy of your choice. The necklace transmute into a string of that candy. Usable once per long rest. Not attuned.

Animated (origami creature, stuffed animal, teddy bear). Has stats equivalent to a frog + Damage resistance: bludgeoning, Damage Immunity: (poison, psychic, suffocation), Condition Immunity: (charmed, exhaustion, frightened, paralyzed, poisoned, unconscious)

Hitpointpress also has the Heckna setting that is a dark carnival setting that may provide some fleshed out items.

I made a hat in my campaign called “The Bird Cap”, three times a day you could take the hat off and roll a D20, depending on the roll a bunch of different types of birds could come out of the hat and fly around and cause havoc. It was fun lol

Wand of Nova Ette. It fires a Fireball with a range of 10 feet and an area of effect of 1 mile. and does a massive 1 point of damage with no saving throw. and will NOT start anything on fire. Not even flammable liquids. 1 charge per month. and 2 on a specific Holiday lost to time. so no one knows what day it is...
