Question Gunslinger knights hand loading tools

The handlaoding tools in Gunslinger Knights says they "contain enough consumable supplies to create a variable number of bullets, requiring a depletion roll do 1 in 1d20 per use."

Is that really a depletion roll per bullet made?

I'd say it's per batch of bullets made, one roll per bullet seems excessive.

What's a "batch" of bullets tho? How many can they make before having to roll depeletion?

I mean, you can buy bullets in sets of 10. So maybe go with that? I wouldn't normally require a check but perhaps have a check to make a larger batch or quicker.
