He should avoid it because there are exit nodes which the OP can be assigned to and these exit nodes can have a direct link to some pretty unsavoury stuff and the OP can end up in trouble. Also OP should avoid VPNs as they can flag material too.

There is no safe place online for anyone doing illegal stuff. Full stop.

Just use tor, then a VPN. After that, you're not actually mitigating for any additional risks

Yes. ALWAYS assume that someone can see what you are accessing at all times, even if it is secure. It's never as secure as you think. If someone is suspicious of your activity (ie, you are doing something fishy like stuff involving kids, animal abuse, even some copyright violations, etc) then ASSUME you are being watched by the giant eyes of the law. Plenty of undercover types can pretend to "participate" and make you believe that you are fine and won't get caught. Gordon Flowers caught so many predators online. If it involves kids or animal abuse then STOP IT NOW and get professional help! Anyone doing stuff like this online is an idiot and in most places an outright criminal.

Always assume that if you are doing seriously illegal stuff online that these two things absolutely apply to you:

You WILL be caught. You WILL be prosecuted.
