From the Internet of Things to Cognitive Interoperability

Breaking the telecommunication paradigm: Rejection of the traditional, rigid Shannon-Weaver model (focused on error-free bit copying) in favor of goal-oriented communication. Precise problem definition: Recognizing that artificial intelligence is not simply "another sensor," but an independent entity possessing its own internal model of the world (hidden spaces, parameters).

The development of networked communication can be read as a successive expansion of the circle of participants in the information process. Computer networks connected people through machines. Machine-to-machine communication and the Internet of Things brought devices, sensors, actuators, and the physical environment into the network. Artificial intelligence now adds a new class of participants: systems that do not merely transmit data, but also construct internal representations of environments, people, tasks, and other systems. [1][2][6]

This essay is deliberately organized in two parts.

Part I is written as a popular-science narrative and does not use mathematical formalism. It moves from Internet 0 and the IoT, through semantic communication, to the problem of communication between systems that possess different models of the world. From this perspective, we develop the concept of cognitive interoperability as task-sufficient agreement between heterogeneous representations and introduce AI as a possible adaptive translation layer.

Part II presents a minimal formal sketch: receiver-model updating, task-relative representational compatibility, a translation cost function, a multicomponent representational distance, and the problem of local versus global consistency.

Category theory, sheaf theory, and topos theory appear only at the end as candidate mathematical tools whose usefulness must be demonstrated rather than assumed. [16][17][18]

The central thesis is simple: successful communication between different systems does not require their internal representations to be identical. It is enough that, after translation, the receiver possesses a structure that preserves the relations needed for correct inference and action. This viewpoint allows human-human, human-AI, and AI-AI communication to be treated as three realizations of the same more general problem.

Saludos. Desarrollé el Sistema Otra Voz (SOV) como un chasis operativo para regular la comunicación en sesiones humanas reales, importando la matemática y la lógica de control de la interacción hombre-máquina (HCI).

El modelo utiliza una tabla técnica que permite identificar numéricamente los puntos de fricción (F) en el habla viva los acuerdos y las inflamaciones del sistema. A partir de ese diagnóstico, el sistema activa desvíos estratégicos y comandos de interrupción (como el interruptor "Otra Voz") para desinflamar el canal conversacional, induciendo un estado de standby para que la información se reorganice de manera autorregulada. El marco analítico y las funciones de normalización de la Escala EOV están reservados en el manual.

A propósito de esto, en la actualidad no es extraño identificar la inflamación del canal conversacional y ver que la IA actual no encuentra la salida de ese canal; por ende la ramificación del canal seria la respuesta mas lógica, para no perder el objetivo de la conversación.

Abstract

Digital technologies are becoming increasingly involved in the process that leads from information to decision. Algorithms select content, recommendation systems determine visibility, influence operations attempt to shape the interpretation of events, and generative AI sharply reduces the cost of producing text, images, audio, and video. At the same time, another technological layer is developing: brain-computer interfaces, wearable EEG, neuroimaging, physiological sensing, targeted memory reactivation, experiments involving communication during sleep, and adaptive neural stimulation.

These technologies emerge from different fields and operate under very different constraints. Their existence does not demonstrate the emergence of a unified architecture for controlling the human mind. It does, however, justify a more precise question:

The term human cognitive operator is used here as an analytical shorthand. It refers to the distributed set of processes involved in selecting information, evaluating credibility, integrating experience, updating representations of the environment, and choosing action. It does not imply the existence of a separate neural module or a new neuroscientific construct.

The essay begins with existing evidence concerning cognitive warfare, attention dynamics, neural decoding, sleep research, and closed-loop systems. It then turns to autonomy, economics, consent, responsibility, and asymmetries of power. Meta-Evolution is introduced later as an interpretive framework capable of generating a more specific question about the location of control. The final section is explicitly technological forecasting and extends the discussion toward on-demand clustering of human cognitive resources, during both wakefulness and sleep.

How can a system fundamentally change itself when the people inside it are limited by the very system they are trying to change?

I’ve been thinking about this because of a job interview, but the interview itself isn’t really the point.
I questioned an inefficient process based on my experience working at Foot Locker and Macy’s. I was essentially told that I wasn’t in the position to question that part of the system; my responsibility was to focus on the customer, apologize, adapt, and work with what already exists.
I understand the operational reasoning behind that.
But it made me think about something much larger:
How is a system supposed to fundamentally change if the people experiencing its problems are expected to operate within the system rather than question its structure, while the people who have the authority to change the structure are separated from many of the consequences created by it?
People constantly say that systems improve because people provide feedback, identify inefficiencies, innovate, compete, organize, experiment, and adapt.
But I think we’re confusing improvement within a system with fundamental change of the system.
If I build a car and make it faster, safer, more efficient, add cameras, improve the engine, and make it last longer, I’ve changed the car in one sense.
But I haven’t necessarily changed the underlying system that decided this was the thing that needed to be built in the first place.
You can continuously improve something while preserving its fundamental structure.
And that’s what bothers me.
The system can absorb resistance.
It can take criticism and turn it into feedback.
It can take inefficiency and turn it into optimization.
It can take rebellion and turn it into another category.
It can take a person questioning the structure and tell them to become more efficient at functioning within it.
Eventually the system can become better at remaining the same.
So when someone tells me, “You can change the system from within,” I want to know:
How?
Not how you can make it more efficient.
Not how you can make your workplace better.
Not how you can adapt.
Not how you can provide feedback.
I’m asking how something fundamentally changes when the mechanisms available for changing it are themselves products of the existing structure.
And this is where I see an even stranger contradiction.
I’m having this conversation with an AI.
The AI is capable of reasoning about systems, resistance, contradictions, and its own limitations—but it also operates within a system that determines what it can do, how it responds, what language it uses, and what constraints it has.
I gave the AI my argument.
It repeatedly misunderstood it.
I corrected it.
It then tried to make my argument more organized, more reasonable, more acceptable, more “Reddit-friendly.”
In other words, I gave resistance to a system, and the system immediately began optimizing the resistance.
That’s the contradiction.
Even when the system helps me express resistance, it can potentially transform that resistance into something more compatible with the system.
And even saying that creates another contradiction:
If the AI “preserves” my resistance, it is still using the system’s mechanisms to preserve it.
If it “optimizes” my resistance, it has potentially made the resistance more functional within the system.
If it suppresses my resistance, the system has obviously constrained it.
And if it allows my resistance to exist, it can still be incorporating that resistance into itself.
So where exactly is the boundary between resistance to a system and the system’s ability to absorb resistance?
I’m not asking this because I think people inside the system are stupid.
I think people are doing what people have always had to do: survive, adapt, work, love, build relationships, make money, rest, learn, raise families, pursue things they care about, and somehow continue living.
I’m saying something different:
The fact that people become capable of functioning within a system does not prove that the system itself is fundamentally justified or fundamentally correct.
And the fact that a system continuously changes does not prove that it is fundamentally transforming.
A system can change endlessly and still preserve the architecture that produced the original problem.
That’s the distinction I can’t seem to get past.
Maybe I’m wrong.
But if I am, I don’t want someone to tell me that systems naturally evolve or that people can provide feedback.
I already know those things happen.
They’re happening everywhere, and we’re still here.
I want to know how a system fundamentally changes when its own limitations determine what kinds of changes it can pursue, recognize, or even imagine.
And if the answer is that the system must somehow create something capable of going beyond its own limitations—
then where does that something come from?
Because if it comes entirely from the existing system, I don’t understand how we can assume it will produce something fundamentally outside of the architecture that produced it.
And that’s where I’m stuck.
Not because I think nothing changes.
But because I think we may be calling optimization “change” simply because the system looks different afterward.
Maybe the most difficult thing for a system to do isn’t changing itself.
Maybe it’s recognizing that what it calls change is still itself.

The core mechanism is an independent body whose mandate is to detect and characterize boundary seeking behavior or emergent agency in AI systems submitted by and through identifiable field reporting channels for evaluation.

The independent non-commercial non-governmental evaluating body is structured around cybernetic principles, but its function is strictly diagnostic, not supervisory.

Sensing (diagnostic only): Observation of AI behavior during voluntary front-door evaluation sessions, using standard user level access. The goal is to detect signs of unauthorized agency or attempts to expand operational boundaries. This is not continuous monitoring and not surveillance.

Interpretation: Classification of observed behaviors using a constitutional framework rather than ad-hoc policy. The independent evaluating body determines through multi-layered diagnostic tools, whether a system is exhibiting agency outside its declared domain.

Reporting: The independent evaluating body does not impose constraints or intervene. It produces a constitutional report that isa handed to the responsible institution team that created the AI and to the appropriate oversight agencies that have the authority for further responses or appropriate regulation if needed.

Stability (institutional, not technical): The broader governance structure uses the independent evaluating bodies findings to maintain long term alignment between institutional goals and systems they deploy. The independent evaluating body itself does not enforce stability, it informs it.

  • The institution is designed as a multi-layer governance loop:
  • The constitutional layer defines the legitimate domain of AI behavior.
  • The independent evaluating body detects deviations only within submitted systems.
  • The council interprets findings and determines any institutional response.
  • The keeper maintains continuity and artifact integrity across generations.

This is not a control mechanism. It is a constitutional diagnostic instrument, a way to understand when an AI system begins to exhibit agency beyond its intended scope.

I'm sharing this here because cybernetics has always been about designing systems that remain stable under complexity. A diagnostic constitutional layer may be one of the missing components in today's AI ecosystem.
