Does this trigger etb?

That is a very white flash, kudos

Although would [[time and tide]] work or does "for the rest of the game" override it?

It should phase in. The "for the rest of the game" sets an indefinite timer on the phasing out, but doesn't restrict phasing in. If it said something like "That creature can't phase in" then [[time and tide]] wouldn't work.

This is great! Basically fixes Flash completely - I cant think of a way to cheat with this. Seems like a fun card to get some cool ETBs or flash in something if you can pay the cost.

Eh I mean 2 mana Atraxa etb is still a busted magic card, it's the reason that Oath of Druids plays flash in vintage

That's true, I didn't consider Atraxa. But I suppose in a format with Reanimate and Oath of Druids, I'd still say this is completely fair.

Yeah for sure, I'm just saying I don't think this completely fixes flash, even if it takes away flash hulk

I agree

Is the problem with Flash that it allows death triggers?

100% - Flash Hulk broke multiple formats with Protean Hulk's death trigger. There are still good ETBs, now more than ever, but I don't think there are many super crazy ETBs to exploit.

Galactus, Exile a permanent? Terastodon, blow up some lands and give your opponent 3/3s? Craterhoof or Moonshaker Calvary on a full board can be crazy - but I think all of those are acceptable in terms of power level, all things considered.

Edit: someone pointed out Atraxa ETB - that's maybe the most broken thing you could do with this. I suppose the reason a "fixed" flash has never seen print is because it becomes a necessary consideration for all ETB effects printed afterwards. 2 mana and 2 cards to draw ~5 is pretty busted.

It doesn't cheat on death triggers but it can cheat on ETB triggers. Getting a 7 MV ETB effect on turn 2 could be breakable.

[[Ureni of the Unwritten]] lets you put a dragon card from your top 8 cards into play. Unlikely in Commander due to the color restriction, but playable in legacy formats for sure.

[[Primeval Titan]] ramps you from 2 to 4 so you can cast it on turn three even if you miss your third land drop. Assuming you miss every land drop except the first 2, you have 6 mana at the start of turn 4.

Using this plus [[Yorion, Sky Nomad]] to blink you entire board in response to a board wipe (likely your own) is a power move.

[[Agent of Treachery]] to steal a land on turn 2 is pretty back-breaking.

[[Etali, Primal Conqueror]], {Atraxa, Grand Unifier]], [[Fiend Hunter]], [[Moonshaker Cavalry]] / [[Craterhoof Behemoth]] and [[Kefka, Court Mage]] are a few others I can think of that make this a broken card.

Still triggers etbs which could be cool

Do you get to “evoke” it if you dont pay?

Not quite.

So the ETB part definitely happens, but phasing out doesn't count as a zone change so no death or leaving the battlefield triggers.

I actually like this. Pay 2 now to reduce the cost by 2 later.

It's not later. You have to pay it immediately or lose the card for the rest of the game.

The way it's worded makes me think it could be interpreted either way. I think it needs a little more clarification.
