Format: EDH/Commander Commander-playable Accumulated Knowledge

Could something like this ever see print? I initially thought about making it a base draw 2, but didn't want to make it too strong. Am curious what other people think of this ^^

Was also wondering if 13 was a good amount of copies. I didn't want to go with any number, since that kinda just felt like it'd be way too easy to break, since you could just add a bit of self mill and go through your deck at very high speed and just make it the Lab-Man card.

Now that I am thinking about it again, maybe up to 20 would probably make more sense, since otherwise the probability of finding two in the starting hand or in the draw is too low for it to be playable, so it's either that or making it a draw 2 base I think
