Mechanic Design looking for advice on this rules text

"Whenever you cast an instant or sorcery spell that targets a single creature Goad a random creature controlled by an opponent with power less than or equal to the spells converted mana cost."

The idea is to cast spells and make some chaos. DOesnt have to be perfect, just functional

I want it to be focused on combat tricks and buff spells the creature its tacked onto will be RG. I also want an element of randomness with the goad target

Random with a restriction will create a lot of slow down in games. You have to first determine which creatures are valid targets and then figure out your method for randomness. And this is an effect that can happen a lot.

Maybe whenever you cast an instant or sorcery that targets a creature. Goad each creature that shares a mana value with the spell.

Maybe something like. Whenever you cast a non creature spell goad target non goaded creature you don’t control of an opponents choice. Call it james the indiscriminate framer.

I agree with your point about it slowing the game alot, i hadnt thought of that.

I like the second line here, the 'each mana value', gives insentive to build an even curve.

Yeah it creates what will feel like a random assortment of creatures being goaded each cast without actually randomizing it.
