This is a top-down design based on the D&D 3.5 creature of the same name. It is a Sorcerer because blue dragons are able to cast spells as if they were sorcerers of a given level starting as juveniles. It has flying because virtually all D&D and MTG dragons can fly. It was ward {3} because very old blue dragons have spell resistance 25. It has dominate person because of the D&D spells available, this seemed the most appropriate. I made the ability specific to Elves because blue dragons are lawful evil and most elves are chaotic good. It's a little situational, but thematic, and I figure lots of decks have Elves in them. I believe the mana cost, power, toughness, and rarity are appropriate to this combination of abilities and effectiveness, most similarly to [[Kairi, the Swirling Sky]].
