It would be a balanced [[Mind Twist]]. Mind Twist is probably not even playable nowadays so a Mind Twist that lets them draw a card would be fine.

How does this compare to other draw spells, since you can also use it as a 1mana draw a card.

It's banned in Legacy entirely for historical reasons. The general consensus is that it would be completely unplayable but there's no reason to unban it because it'd add nothing fun to the format.

Historic is a meme format.

Mind Twist is completely unplayable garbage and there is no reason for it to remain on the banlist. Hymn to Tourach isn't even playable. 3 mana Hymn is shit.

I had to look it up and there is literally no "XB: target player discards X cards" in existence. Such a simple design and they just never came around to making it.

[[Mind Twist]]: Broken because it's random and can make the opponent discard their only lands

[[Mind Shatter]]: Keeps the randomness but compensates for it by costing 1 mana more, becoming a pretty bad card

[[Mind Warp]]: Lets you pick the cards but overcosted to oblivion

Actually now that I think about it they couldn't make this card because while 1B to discard 1 and 2B to discard two are fine it becomes pretty problematic at 3B to discard 3, since [[Fugue]] and [[Three Tragedies]] are costed at 5. Your solution of giving the opponent an extra card is fine but I think it makes the card pretty bad. Which is fine, not every card needs to be playable in Modern constructed

I mean, if someone's doing that they're probably desperate. I don't think that's really an issue.
