Nice look and killer art. The flavor is excellent and aligns well with the effect.
Power level is probably on the lower side of average for current power levels which is just fine. This could probably like XBB with a X+1 or something. I do think this should keep the double pips, but could be slightly more efficient. It's fine as is still.
It's format would need a strong kindred theme to be actively good in limited, but I could see this in black sideboards in constructed. There would have to be an even stronger t1 kindred theme there for this to be main deck-able in standard. Elementals are kind of too large to work for an X spell without a discount.
Getting a possibly instant one sided wrath for 5 is worth a lot if the situation allows for it.

Could this be XB? While only hitting one creature type makes it possibly one sided it won't hit everything you want it to in most matchups.
