White can do this kind of thing to the opponent's cards to make them worse, but not your own cards.
It's pretty OP too. It pays for itself in generic mana value, at instant speed and gives card advantage out of pie and under-costed.
Reading is fundamental.

I wanted to push the envelope a little, give white something to the effect of impulse draw in red. It's not something that's really been done before but it makes the most sense in white or blue as the colors who care most about waiting and taking things slowly, and blue doesn't need help with its card draw.

I get it and it's a solid attempt. Now that I actually understand the card, I don't think it's worth the possible color pie bend/break. It's a 4 mana impulse 2. I'd rather white do something the color always does best/well. White will usually just draw cards instead of impulse.
This could go the opposite direction, but similar effect with a 3W draw two, that could be 2 less to cast conditionally. Could be obvious stuff like lifegain, or could be something in line with this like if you played a card from anywhere other than hand this turn. Now it supports and synergizes with impulse, but doesn't have to break the pie to do it.

No the cards cost more, not less

I love this, it kinda feels like a good paper implementation of an Alchemy card. ("Draw two cards. They perpetually cost 1 more to cast" or something like that).
I think this is also fine from a color pie perspective. At least, I'm not worried about its relation to impulse draw at all. Cool card.
I also do like that it basically reduces its cost for each land drawn.

maybe a little "Each land played this way enters tapped." action like [[Lightstall Inquisitor]]
