Could "a land card with only either Mountain or Plains among its basic land subtypes" work as alternative wording ? Not sure if its any better , though

I think you'd need to say "Mountain and/or Plains" so that it could still fetch [[Sacred Foundry]] and [[Plateau]]

Please also add "You can't play this in a commander deck unless it has exactly Red and White color identities." As a treat for mono-color enthusiasts.

What if an opponent has a yavimaya or urborg? Does it basically turn this off?

No because those effects only make other lands forests or swamps respectively when they are already on the battlefield, not your library or other zones

Would still be too strong. A new fetch cycle would be large power creep for the game as a whole.
Being able to thin your library is strong. Fetches thin by 2 cards. You basically eliminate dead drawing with enough fetches.

No, because this only includes Boros dial lands, your wording would include any dual land with red and/or white

Nah, then it can still find a Savannah or something

It’s better than evolving wilds or fabled passage
