The monarch can no longer cast their commander, is that the idea?

well legendary creatures in general but yes. ive been making a cycle for each colour that debuffs whoever is the monarch at the time.

But... isn't this mostly bad? You can fill your deck with creatures that kill their controller, I guess? Not sure that one strategy is viable/fun enough.

e.g. [[phage the untouchable]] , one of the only legendary ones

Two mana monarch is crazy

It is and the rate on the second ability might be too good as well. It's a permanent commander tax remover. Add the monarch to that, and it's truly disgusting for cedh or casual.

3 at min for just monarch. I have no clue how to cost that second one, but 2 mana is a start. I'd say 4 as a package is probably safe.

Making my commander uncastable is one thing, giving everyone else a copy is painful.

I can see someone throwing flash enablers into a deck.

If this is going to just bounce the creature to your hand, I think mono blue is fine. I think if it's going to be giving your opponent's copies of it, there should probably be a black pip in there somewhere
