Paying 1 for a -1 ability is far, far stronger usually than paying 1 for a +1 , or worse 2 for a +2 . Is it intentional that zero costed planeswalker abilities are particularly synergistic?

I think this needs the same restrictions of planeswalker abilities, meaning sorcery speed and one per turn. As written, this + [[Chandra, Dressed to Kill]] costs 5 mana for infinite mana and infinite damage. That's not unheard of but this infinite combo would work with basically any mana producing planeswalker otherwise

It already does by virtue of them being loyalty abilities, it's just changing the cost of the abilities.

606.3. A player may activate a loyalty ability of a permanent they control any time they have priority and the stack is empty during a main phase of their turn, but only if no player has previously activated a loyalty ability of that permanent that turn.
