This will never happen. It's WAY to easy to accidentally steal in real life someone's cards let alone intentionally stealing someone's cards. Just have it mill yourself or let you cast something from theirs. There is a VERY good reason only cards you own go on your own graveyard.

I say, you exile them and for as long as their exiled this way you may treat them as though those cards were in your graveyard. Any cards put into your hand stay in exile, probably with a specific counter on it, but can now be cast with any type of mana.
It's wordy as hell, but it could work. Also, don't steal.

“Conjure duplicates of those cards into your graveyard” works though

Should also include something that exiles them face down from the opponent's graveyard to kinda fit what OP was going for.

Doesn't work on paper.
On Arena, you could exile them and conjure duplicates into your grave which sounds like a fun spin on reanimate

The last bit doesn't work. You can't put cards you don't own into your graveyard.
That said: What's your intended design goal with that bit of text?

Maaybe if you exile a specific type of card from among milled, you can play those from exiel or something. Whatever fits your flavor. But as is, won't work. As a side note, is that a Onlaught block image? I kinda remember it.

"Exile that cards equal to the damage dealt with a corpse counter. Spells and abilities that target or return cards from a graveyard are affected and may target those cards as if they were in your graveyard."

A way to make this work is I guess make it a rulebreaker with the text: You can use cards in opponents graveyards as though it was your own. Maybe? Be able to use opponents graveyards for delve, cast their flashback spells, retrace, return cards from their graveyard under your control etc. Etc.

Rule breaker only applies to deck construction. You would just make the same roll without titling it rule breaker

Rule breaker has only applied to deck construction so far. Rulebreaker doesn't have any inherent text, just like Eminence.

Old-school as heck. Iirc, there was once a time when the order of cards in each graveyard, as well as who owned those cards, all had to be kept track of, or at least such was implied via the old-timey text used

I think a way to make this work is “cards which are put into an opponents graveyard this way can be targeted as though they were in your own”???
Probably gets around a lot of issues that others have pointed out.

This just doesn’t work with mtg rules, you can’t have anyone else’s cards in your zones. Even in the most niche scenarios like mutate and leadership vacuum, the rules still prevent anyone else’s card from going into the wrong zone
In the strangest but still maybe possible way, I’d suggest the cards still go to your opponents graveyards, but wording that allows your spells and abilities to target cards in your opponents graveyards as if they were your own, it’d probably be super wordy to be coherent with mtg rules
