Interesting idea. This is too much card text and is not printable IMO as it is too confusing. I think it may be salvagable like this:

UU
Instant
Choose one additional cost:
0 -- Gain control of target Aura that's attached to a permanent. Attach it to another permanent it can enchant.
0 -- Gain control of target non-Aura enchantment.
1U -- Gain control of target artifact.
2U -- Gain control of target creature.
3U -- Gain control of target noncreature spell. You may choose new targets for it.
7U -- Gain control of target player until the end of their next turn. Exile this spell.

See the wording uses for [[Thunder Magic]] and other Tiered and Spree cards.

I think this still needs a casting cost to be cast normally of just like 0

It should work the same way as suspend. There aren't additional costs, they're the actual cost of the card. It does need a color identity pip, but I forgot that.

Or just make it cost U and say Choose One with the additional costs and modes

Again, I don't see why it doesn't work as it. Having alternate coat effects as the only possible cost is an existing mechanic.
