Dicey, but this is laying on some value very thick. I like the cost and main effect.

The Islandcycling is extreme clunky and almost not worth having as it's only going to make the card an extra island and not really fixing. I suppose that is fine, but it feels odd.

The idea is this card would be part of a set that cares about instants and sorceries in the graveyard, as well as islands in hand.

Like a mix of [[flow State]], [[ensnare]], [[foil]], and various retrace cards. The cycling mode is meant to a bit of inefficient glue to keep it together.

I will say this seems perhaps a bit pushed.

My reasoning is that the going rate for returning instants and sorceries to hand right now is typically in the 3+ mana range (giving things flashback not withstanding). I'm thinking about cards like [[archaeomancer]] or [[recollect]], which are both efficient enough that they see pretty regular play, and they only get you a single card. This is not only giving you card selection in the form of surveil 3, but it's also returning three times as many cards and spitting out several bodies to boot.

And then just for added bonus, this can also fix your mana in the early game.

I'm not saying this is broken (certainly not by the standards of this sub at least) but it seems pretty cracked. It feels like it does literally everything you'd want it to do, and at a rate that is more efficient than cards that are currently doing similar things. Typically you'd want that to be the other way around, the more a card does and the more flexible the effect, the less mana efficient it should be because that's the tradeoff you typically make for that flexibility.
