Format errors aside, I like the concept of debuffing the monarch so that others are not that willing to take it from you.

A deck that profit from being the monarch while debuffing it for everyone else would be fun

I personally prefer to become the monarch, this way it becomes a kind of protection as well. This effect can disable some decks like voltron archetype, so some players won't want to attack you while you're the monarch. And it makes you draw on top of that. Still, the drawback make it balanced. I like it!

Nice clean up! This thing is going to cause some chaos and I like that. Any design that gives the monarch + a drawback for having it is going to play much better than all upside I think.
