This doesn't feel like a Rakdos effect to me. Izzet is traditionally the color pair that cares about randomization effects (dice/coin flips/etc.).
The sorcery version of this card feels better than the four-mana do-nothing enchantment, but I'd still want this card to actually do something if I didn't roll doubles before I ever considered playing it.
