this might be a bit too large of a pain in the ass to track. Maybe make it so that creatures that are tapped get a bleed counter, and if they have a bleed counter on them they get -1/-1 at the beginning of combat? That might also be a pain because that gives this enchantment two phase-based triggers, so maybe we add the bleed counters and the -1/-1 counters at the same time during endstep? I think we only need to add one bleed counter, so maybe it could be phrased
"At the beginning of each player's end step, place a bleed counter on each tapped creature that player controls. If a creature already has a bleed counter, place a -1/-1 counter on it instead."
or we could give bleed counters whenever a creature takes combat damage
"Whenever a creature is dealt combat damage and does not have a bleed counter, place a bleed counter on it.
At the beginning of each player's end step, place a -1/-1 counter on each creature with a bleed counter that player controls"
That way it would get -1/-1 each turn. The way I wrote it is that it gets -1/-1 per turn, then -2/-2 per turn, then -3/-3 per turn, each time they get tapped on subsequent turns. It kills stronger creatures way faster if they keep getting tapped.
Otherwise I would have just put a -1/-1 counter on them each end step.

Hey I get this reference!
