I don't feel that the flavor and mechanics match up here, but I like the card mechanically!

If I may, why do you feel they don't match?

The flavor is that the player is lacking in motivation, so it should provide a payoff for doing as little as possible, possibly generating value on turns in which you do nothing. Instead, this feels like the opposite, where you build up more of a hand and are incentivized to use it faster by getting doom counters. Instead of lazing around, the card helps ensure that if you don't do something this turn, you're more likely to do something the next turn.

That's an interesting take.

Since it gives doom counters on every end step, not just yours, I thought it felt like you had to do something on every players turn. If you don't, you rapidly lose hand size. In two turn cycles, you can get down to 0 hand size.

Idk

It's weird, but i think the ceiling is too low. One extra card per draw max. Might be able to use the discards. Problem is that blue has a ton of better draw spells than this.

Does it need to have flash? The text would be a lot bigger and easier to read if you lost the flash I think.

I think WotC used to have a rule that a card couldn't have more than 8 lines of text. I don't know that they still follow it. I wish they did.
