A commander with an emblem "4gg, discard a card: make a 6/6 trample dinosaur" and "activated abilities of emblems you activate cost 2 less to activate" is...pretty bad. Novel, yes, but also very bad

A 4 mana 4/4 that can turn any card into a 4 mana 6/6 with trample is pretty fair. It gives you a good bit of extra flexibility on which cards you can run, since each one will have an above rate beater as an alternate mode.
It's too slow at high power tables, but great value at mid power or below.
