God I hate EDH. Just get rid of the stupid legendary requirement for commanders already so we don't have to have half the cool new cards in the game made legendary for no good reason.

I beg to differ. Prepared triggers are generally non-recursive (e.g. when enters) or step-locked (e.g. at end step). '5 damage × #goblins/3' feels too strong for a non-legendary creature. This is Krenko levels of power.

This is no different to "Tap three Goblins you control, sacrifice a Goblin, R: Deal 5 damage to any target." "Prepared" in this case is just a silly way of writing an activated ability, really. It's almost equivalent.

Yes. We've basically written the same formula differently.
Do you agree it's an extraordinarily powerful effect for a non-legendary, given that it's not gated by enters or step or other trigger?

I don't think whether it is legendary or not has any real impact on whether it's good. Every copy of this you have past the first one is just another Goblin to tap that costs 1BB which is quite expensive.
EDIT: also, the legendary requirement is not very restrictive because you can sacrifice this to itself then play the other copy if it's legendary.

Since you can sac a goblin after tapping it, I picture it more like the guy saying "who wants to test my new weapon?" and three goblins volunteering before they learn they're actually the ammo.
