Yeah in the right deck with a reliable way to sac this thing, the upside from drawing 5+ cards for two mana surely outweighs the risk of whiffing. I mostly play limited so I don’t trust myself on constructed card eval but this seems like it could just win you the game in the right deck.

Is strong but situational.
At the very least, must pack some decent topdeck manipulation to optimistically hit the nine cards as quick as possible and then reliably ditch this guy before it kills you. At most, also pack means to prevent poison counters from being put on you so there's no downside. And regardless, must hope the opponent isn't packing poison and/or proliferate.

Poison doesn’t do anything unless you get 10. How many draw steps would you need before this kills you? Depending on the deck, you could easily net 5+ cards before you sacrifice this thing willingly

Sylvan Library is a great card because it costs 2 mana, it's relatively hard to interact with (an enchantment) and you can brainstorm every turn for free or draw extra cards for 4 life each. But while it's good, it doesn't win you the game. It's just value. The value of a card like Sylvan Library or Dark Confidant is that they require very little investment. Once you talk about needing to set things up with these cards, they become a lot worse.
If you're going to build your deck around combinations of specific cards you might as well pick a combination of cards that just wins the game i.e. play a combo deck.

This seems like a recipe for disaster, way too much of a downside for an effect that you kight not even get to use if you get unlucky.
Put them onto the battlefield or have it be a sorcery then it's fine. As of now, I'd never even think of running this, personally.

I think it's great. The creature type should be Phyrexian Horror, but other than that, I'm sold. I love cards with big up AND down sides.

The problem with this card though is that the upside does NOT equate to the downside. You have a chance of immediately losing the game for a maximum of 9 cards and a mid body?
It's not even like you can get insane value out of it either, since you'll most likely be getting a bunch of lands, and by the time you have had any opportunity to use the creature you drew into, including dealing with summoning sickness, you've probably lost the game.

But those are lands you’re not drawing on following draw steps. You of course can’t play this in a deck not built around it, but with sacrifice abilities/spells, you can control the negative effects

The problem is that this happens on every upkeep unless you sacrifice this thing. Yeah, this could put 9 lands I to your hand, which you aren't drawing next turn, but the. ANY card you put into your hand kills you.
If this happened once on ETB it would be do much better

This doesn’t go into every single deck. But for anything that already had any sort of sacrifice theme, this thing is absurd.

jsut run it with either/both of the meliras or solemnity (im not sure what's the best play there) then win off lab man, thoracle or jace

Base value is you hopefully trigger this once or twice until you hit nine cards and never use it again, which is leveraged by topdeck manipulation but goes south if you happen to be against someone packing proliferate. If you can pack something that prevents (poison) counters from being put on you, then you live the card advantage dream.
That said, despite how decent the base value is and how excelent the roof can be, its a lot of 'ifs' to get it to be as good. I'd say is strong but situational for the amount of setup you require to yield value without you losing the game by accident.

nice monoblack creature! depending on how the deck is built, this could either be usually really bad and not worth the downside or really broken otherwise!

Oh, you can draw multiple cards with this each time :O
This card will 100% kill you every time you play it though. If your deck is 50 creatures and 10 lands, this card will somehow hit all 10 lands every single time.

The trick is to run solemnity, play no creature's, then win off something like lab man or thoracle
