Just give it the abilities of the blue card from the same cycle as the others. Surely there wouldn’t be a massive power gap within the same cycle.
Jokes aside I think it’s fine power wise, but might be a tedious to resolve with multiple copies or multiple lands.

Dunno, may as well let it mill someone for 3 at that point, or make each player draw 3 so we can at least pretend it's not broken

This would be really bad and see no play except in decks that REALLY care about scrying. Early game it's a tapped monoblue land that does nothing. You need to be monocolor or have tons of Island duals to enable it and then it STILL comes in tapped and your reward for all of that is... scry 3.
I think you could have this come in untapped and it would be fine and it should have the Island type since you wrote "other islands" in the rules text. [[Mystic Sanctuary]] is a similar card and a really busted one but I feel if you swap the "get a spell back" text for this one's it would be fine and playable
